Germany is the most explicitly documented Schengen country for UK travel document holders. The German Embassy in London confirms in writing that holders of the blue 1951 Convention document and the red 1954 Stateless document can enter visa-free for up to 90 days. Holders of the black Certificate of Travel require a visa.
Italy changed its policy in March 2017 and now requires a Schengen visa for all UK refugee travel document holders, regardless of document type. This means that even if you hold the blue 1951 Convention document and can enter France or Germany freely, you must apply for a visa to visit Italy.
